[varLib] Add mutator, which instantiates a variation font

Run, eg:

$ python mutator.py ./NotoSansArabic-GX.ttf wght=140 wdth=85

API to be cleaned up.

Module for dealing with 'gvar'-style font variations, also known as run-time
