``EBLC``: Embedded Bitmap Location table

The ``EBLC`` table is an OpenType table.

This ``EBLC`` table converter module depends on the
:mod:`.BitmapGlyphMetrics` module, which it shares with the ``EBDT``,
``CBDT``, and ``CBLC`` converters.
